HSSE Safety Manager

Job Summary

​

E&P company with US headquarters located in The Woodlands, Texas is increasing operations and projects activity with a resulting need to increase HSSE focus on both the technical aspects of Operations and Project Development and on-going operations. With the recent purchase and assumed operation of an FPSO, they are proceeding with project development of a shallow water development consisting a Wellhead Platform tied back to a MOPU requiring substantial upgrade activity. In addition, they are planning development of NAG resources with a gas MOPU and FLNG. In this role, you will report to the Chief Operating Officer and will have a functional reporting relationship to Corporate HSSE in Lagos, Nigeria to ensure consistency.

 

KEY RESPONSIBILITIES

  • Participate in the transition of the existing Operations Organization into an Asset based organization in preparation for scale up to add the shallow water Oil Asset and NAG Asset.

  • Champion a "no incident" HSSE mind set and deliver excellent HSE performance.

  • Adapt and extend corporate HSSE policies to cover the FPSO operations and the design and construction of the shallow water Oil Project and NAG Upstream project.

  • Ensure safety is an integral part of design and field operations and that an Operations Safety Case is prepared and maintained for each Operated Asset.

  • Contribute to the Design Safety Case for Major Projects.

  • Develop and maintain HSSE Management System, Policies, and Procedures (e.g. Permit to Work, Management of Change, Job Safety Analysis etc.) for Operations and Projects.

  • Lead HSSE audits to confirm compliance with Regulatory Standards.

  • Provide guidance in developing HSSE targets and KPIs that are aligned with a "Zero Incident" Philosophy.

  • Define field security risks and develop preventive measures.

  • Provide a process for HSSE monitoring and reporting, including incident investigation and Root Cause Analyses.

  • Assist Operations and Projects with risk assessments (e.g. Hazard Identification, HAZOP) and Technical Safety issues and studies (e.g. Emergency Evacuation, Process Safety, Dropped Objects, etc.).

JOB REQUIREMENTS

​

  • Minimum of 15 years' HSSE experience working for an E&P company.

  • Bachelor’s Degree in either in technical or engineering degree preferred.

  • Experience developing HSSE Management Systems, preparing Operations Safety Cases, and Design Safety Cases.

  • Demonstrated leadership in assisting Project Teams and Operations deliver excellent HSSE performance while meeting schedule and budget targets.

  • Able to travel to Lagos, Port Harcourt, field operations locations, fabrication sites, and offshore for extended periods.
